Thomas E. Williams
Executive Consultant
 

Tom Williams has been in the energy business for over 28 years and is currently a Nautilus consultant.  From 2000 until his retirement in 2007 from Noble Corporation, Mr. Williams served as Vice President, Research and Business Development of Noble Technology Services division. Mr. Williams served as President of Maurer Technology Inc., a leading drilling R&D and engineering technology company and a wholly-owned subsidiary of Noble Corporation. He held senior executive positions at the U.S. Departments of Energy and Interior during the Bush Administration from 1989 to 1993. From 1993 to 2000, he was Business Director at Westport Technology Center in Houston, a leading upstream oil and gas research company. He was a co-founder and served on the Board of Cementing Solutions, Inc., an oil and gas cementing services and technology company based in Houston, Texas. He owned and operated an oil and gas exploration, production and consulting company prior to joining the Department of Energy.  Mr. Williams has authored numerous energy publications, presentations and articles and serves on a number of oil and gas organizations, associations, energy advisory boards and corporate boards. In addition to Nautilus, he is on the Board of Directors of Far East Energy Corporation, a public oil and gas company with operations in China; Board of Directors of Petris Technology, Inc., TerraPlatforms LLC; The Research Partnership to Restore Energy for America (RPSEA);  and The Contributor Committee Co-Chair of DeepStar Consortium.  He is a member of the Society of Petroleum Engineers (SPE), the Independent Petroleum Association of America,  the International Association of Drilling Contractors (IADC),  and the American Association of Drilling Engineers.  Mr. Williams serves in a consulting and advisory capacity for the Environmentally Friendly Drilling Project which is managed by the Houston Advanced Research Center (HARC), Texas A&M and co-funded by RPSEA and industry.

Dr. Keith K. Millheim, PhD
Managing Director
 

Dr. Keith Millheim has over 40 years experience in the E&P business and currently serves as Managing Director of Nautilus International LLC. Dr. Millheim has worked for Conoco, Amoco Production Co, and Anadarko Petroleum Corp. in various operational, research, and management roles for two thirds of his E&P career. Dr. Millheim ran his own business in Australia for five years doing drilling operations in Australia, Indonesia, Timor, and Papua New Guinea. Dr. Millheim served as the Director of the Drilling and Production Institute, Mining University of Leoben, and Director for the Mewbourne School of Petroleum Engineering at the University of Oklahoma. During his long career he served as a high-level consultant for various international companies including Royal Dutch Shell, BHP, Santos, Wintershall, RWE-DEA, OMV, JNOC, PDVSA, Petrobras, Schlumberger, and Noble Drilling and for government institutions such as the DOE and the CSIRO. Dr. Millheim is known in the industry as a leading innovator of various technologies in drilling, deepwater operations, and arctic technologies. He has over a dozen inventions and was a pioneer in: Directional and horizontal drilling, Slim hole drilling, Drilling analytics, Bit technology, Real time drilling control centers, Offshore technologies,  and Arctic drilling. He has authored more than 60 papers and articles on drilling, management of engineering, systems dynamics, and other technical and management-oriented subject matter. He was the first Technical Editor for the SPE Quarterly, Drilling Engineering. He was the Senior Technical Editor for the SPE flagship publication, the monthly Journal of Petroleum Technology, for four years. He was a bi-monthly author of Fields of Vision, in the JPT, for four years. He is the co-author of the best-selling SPE Applied Drilling Engineering Textbook. Dr. Millheim holds a Doctorate in Mining Engineering from the Mining University of Leoben, a Masters Degree in Petroleum Engineering from the University of Oklahoma, and a Bachelor of Science in Petroleum Science from Marietta College. He is a longtime member of the National Academy of Engineers, winner of numerous industry awards, and a longtime contributor to the Society of Petroleum Engineers.

Charles R. Yemington, PE, BSEE, MBA
Executive Consultant
 

Mr. Yemington has over 30 years experience on frontier water depths for the offshore oil and gas industry. Chuck participated in startup of the engineering firm Diverless Systems Inc, in 1981 and opened the Houston office that, after merger, became Sonsub Inc. and was acquired by Saipem in 1989. He joined the Subsea division of Dresser Kellogg in 1998 and, after the merger with Halliburton, was US Engineering Manager for Halliburton Subsea. From 2003 until joining Nautilus International, he worked as an independent consultant on deepwater projects for Conoco, Anadarko, and BP. Mr. Yemington has expertise in both technical and project management, and has been a responsible engineer on multi-discipline projects spanning mechanical, electrical, structural, and civil engineering; naval architecture; and offshore operations. He is named inventor on sixteen issued patents and several others currently pending. Mr. Yemington has broad experience with design, fabrication, and installation of deepwater production systems. Project experience includes work on Magnolia, Thunder Horse, Hondo, Harmony and Heritage, Zinc, Snapper, Lena, Jolliet, and others. His deepwater production system experience includes work on: Risers, Trees, Manifolds, Umbilicals, Controls and instrumentation, Pipeline pre-commissioning and repair, Floating platform installation, Pipe end connections, Hot taps, Subsea pig launchers, Flow line burial, Subsea tooling, ROV’s, and Construction vessels, including both ship shape and semisubmersible vessels.

Mr. Koulianos is a consultant and a CPA. He has over 25 years experience that includes financial management consultant, expert witness, adjunct college instructor, special project statistician financial consultant, financial consultant, and police pension board trustee.
